Procurement and Supply Chain Management (P & SCM)

P & SCM issues have long been a challenge when it comes to ODA funded programmes as the difficulty lies in keeping both the Development Partner (DP) and the partner country happy by complying with both their policies simultaneously. Lawson Naidoo was contracted to bring a practical solution for P&SCM within this environment. The following outputs will be part of the solution for this project:
  • A dedicated Help Desk will be set up within the IDC that will provide solutions to P&SCM-related queries within 48 hours, via phone, email or video conferencing
  • Coordinate the Procurement Procedures of DP with those of the South African Government with a view to aligning the former to the latter in consult with the Aid Effectiveness agenda(ownership) ;
  • Provide technical training and capacity building support to implementing agencies (at national, provincial and local spheres of government) engaged in ODA in SCM.
  • Developing a Procurement Fraud Prevention Plan in an area where fraud and corruption has been found to be rife
  • Simplification of the EU Practical Guide for External assistance (PRAG) and other development partners procedural guidelines for programme implementation
Engagement with key role-players for the successful and holistic implementation of this project is in progress. These include Knowledge Management (KM), the Technical Assistance Unit (TAU), Supply Chain Management Office (SCMO) and the Provincial Treasuries.
